Flying to Greece with medical cannabis — what's allowed, what isn't, and the alternative
A medical cannabis licence issued in another country confers no rights in Greece. It is a document of the country that issued it, and it is valid there. Bringing cannabis into Greek territory requires prior authorisation on both sides — on exit from your country of departure and on entry into Greece — and that is a long, bureaucratic route that, for most travellers, does not fit inside the timeline of a holiday.
The practical result: for the great majority of visitors, the realistic and lawful path is not to fly with cannabis but to arrive "clean" and arrange a local prescription with a doctor licensed in Greece. Whatever is bought in Greece stays in Greece.
Why a foreign licence doesn't "work" in Greece
This is the most common point of confusion, and it is an understandable one: if your own country granted you a medical cannabis licence, it intuitively feels like it is your document. But a licence or prescription for medical cannabis is territorial — it derives from the law of the country that issued it, and its validity stops at that country's border.
So a police officer, a customs official or a pharmacist in Greece cannot rely on a foreign document, even a translated and certified one. As far as Greek law is concerned, the authority to hold medical cannabis on Greek soil comes from a prescription issued by a doctor licensed in Greece — which is also why the Greek prescription is the one honoured at local pharmacies.
The reverse is equally true: a Greek prescription is valid in Greece only. It does not become valid in your home country, and it does not permit taking products out of Greece to any destination.
Two sides of the same flight
A traveller who wants to fly into Greece with medical cannabis faces two separate legal systems, and has to satisfy both — not one of them. A failure on either side is a failure of the whole route.
The departure side
In many countries — Israel among them — cannabis is classified as a dangerous drug, and taking it out of the country is not a matter of "I have a licence". It requires advance consideration by the competent health authority, and each case is examined on its merits. Do not assume an existing licence is sufficient for departure, and do not assume permission will be granted.
The Greek side — entry
On the Greek side, bringing cannabis products into the country requires the involvement of the Greek National Organization for Medicines (EOF). This is a prior authorisation — meaning something to be settled before you board, not at a desk in the airport.
Why this stops most travellers: neither process is instant, both require dealing with authorities in two countries and two languages, and both have to conclude before the flight. A holiday booked for two weeks from now does not always line up with the timetables of government agencies. That is the practical reason — not only the legal one — that this route is unrealistic for most people.
Certified translation — what it is, and what it isn't
If you have searched for how to use a foreign cannabis licence in Greece, you have probably come across services offering a certified or notarised translation of it. It is important to understand what that service does — and what it does not.
What it is: a certified translation attests that the translation is faithful to the original. It is a useful document — it makes your licence legible to a foreign official, and it is sometimes required as part of a submission to the authorities.
What it is not: a certified translation is not a permit. It does not extend the validity of a foreign licence beyond the border, and it does not replace the prior authorisations described above. A translated foreign document is still a foreign document.
We spell this out because the gap is a source of expensive error: people pay for a translation, arrive at the airport feeling that they are "sorted", and discover that the document in their hand does not give them what they thought it did.

Note what the bottom row of that table actually says: the local-prescription route is not a way of "getting around" the law — it is the route Greek law itself provides for someone who is on Greek soil. That is the opposite of getting into trouble.
What not to do under any circumstances
The following are not a grey area — they are criminal offences, and we do not assist with them in any form:
- Do not pack cannabis intending to "chance it" at security. The risk begins at your departure airport and continues through customs in Greece, and it is a drugs offence in every sense.
- Do not assume a foreign licence will protect you in a conversation with a Greek police officer or customs official.
- Do not take products bought in Greece out of the country — not home, and not to any other destination, including on a connecting flight. Importing cannabis into Israel, for example, is a criminal offence.
- Do not rely on "I heard it's fine". Every case is examined on its merits by the competent authorities, and second-hand information is not a defence.
